Concessions and Amenities Available to Senior Citizens in Cape Town and Environs

The information in this document was compiled in 1994/5 and is out-of-date. The Citizens' Advice Bureau volunteers are compiling updates which will be added/corrected as time and hands permit.
Volunteers are sorely needed for all aspects of the Bureau's services.



This booklet covers the area from Bellville to Simon's Town and includes
Athlone, Durbanville, Milnerton, Pinelands, Wynberg and Cape Town.

Where it is specifically stated in this booklet that concessions are available
to old age and war veterans pensions, these refer only to social pensions
payable by the Department of Health and Welfare and not to any other kind,
such as civil pensions, pensions received from previous employers and pen-
sions received from overseas.

An attempt has been made to include some of the amenities available to the
Physically Disabled who often have similar needs to Senior Citizens.

mental or physical condition is such that constant attendance is needed.

Sole Carer - As a precaution against unexpected unavoidable absence from
home a sole carer should consider applying to Medic Alert for a bracelet advis-
ing that he/she is the only carer (see Medic Alert).

DOG LICENCES - Due on 1 January, payable without penalty up till 31
March each year to the City Treasurer, Civic Centre, Foreshore. Tel 400-2777,
or your local authority. Pensioners who are householders & can show proof
that their income is below R500 a month & who have a neutered dog or spayed
bitch can apply before that date &, if approved, will pay 50c for one license.

patients are only entitled to a rebate if expenses (including medicines) have
exceeded the annual limit allowed by their medical aid society. Patients who

of their latest tax assessment (IT34) in which all rebates are reflected. Hospital

War Veterans Pensions are payable from age 60 for both sexes but if proof of
any disability that prevents work at an earlier age, an application can be made
provided proof of service is produced (this includes the Korean War). The
means test does not apply to 1st world war veterans or earlier. All applicants


must be South African Citizens & produce proof of residence for 5 out of the

Pension payments in the townships can now be made at mobile units or from
the Post Office. This has successfully reduced the queuing time for pension
collection considerably. Registration has begun for similar systems for all local
pensioners. Currently registration is taking place for areas on the Cape Flats.
Areas such as Rout Bay register on 21 July at Anglican Church Hall. Strand on
11 and 14 August at the Strand Library Hall. For registration details in your

When a pensioner is too ill to collect the pension personally, a member of the
family may use a "Casual Illness" form obtainable from the Post Office. If,
after two months, the inability still exists, a medical certificate to this effect
must be obtainable from a doctor & a special Power of Attorney from the Post
Pensioners who wish to have their pensions paid into a bank must make writ-
ten application to the Provincial Administration of the Western Cape Depart of
Social Services. Alternatively, collect a bank form (BGW 4/5) from 48 Queen
Victoria St or nearest Magistrate's Office. This must be completed by the bank
& returned to the office from which it was obtained.
Note: All social pensioners are required to register under the Nisec Scheme
even if they wish to collect their pension in the same way as before.

Disability Grant -To apply for a grant a medical certificate (form WC1) must
be obtained from the hospital, Clinic or doctor (see Pensions entry for details
of where to go to make the application). The same means test as for a social
pension and proof of assets and identity documents must accompany your
application. In addition 'Last Employer' form or affidavit regarding your
inability to carry out your previous job.

Where the owner, who occupies a single unit of property (including sectional
title) is over 65 (men), 60 (women), the total income of self & spouse is not
more than Rl 110 (as at 1/7/1992) a month & the valuation of land plus build-
ing not more than R45 000 (or to R160 000 if new valuations), applications
may be made in writing to the City Treasurer, Box 655, Cape Town for a 50%
rebate on earnings up to R700, thereafter a rebate reduction of 1% for every
